905.01 PERMIT REQUIRED, APPLICATION, FEE; EMERGENCY WORK.
   (a)   No person shall open, excavate or remove a portion of any public street, alley or other public ground of the Village or disturb the surface of the same in any way unless application in writing has been made for a permit to do so and unless the same has been issued by the Village Administrator. Such application shall specify the exact location and the estimated duration of the proposed opening, excavation, removal of a portion of, or disturbance of the surface of a public street, alley or other public ground of the Village, the purpose for which the same is being made, the approximate size of the opening, the name of the applicant's insurance carrier, the amount of applicant's liability insurance, and any other information said Administrator deems necessary. A fee of five dollars ($5.00) shall be charged for the issuance of the permit.
   (b)   In the event of a real and present emergency requiring the excavation of any public street, alley or other public ground of the Village requiring immediate excavation without prior application and receipt of such permit, the application shall be made on the next regular business day following the commencement of such work.
