It is the purpose of this dwelling sale chapter to regulate or prevent the proliferation of private, casual sales conducted by owners or residents of dwelling houses in garages, porches, patios, yard areas and other portions of such houses, generally in residential as opposed to commercial districts and generally of merchandise consisting of household items, clothing and perishable products, at bargain prices frequented temporarily by large numbers of people for short periods of time. It is not the purpose of this chapter to prevent churches, temples and other charitable organizations from conducting sales of personal property on real property owned by such organization. It is not the purpose of this chapter to regulate or prevent established retail business from conducting sales of personal property out of their dwelling houses.
