No person other than an established retail business, shall without first obtaining a permit from the Village Administrator, knowingly sell or offer for sale regularly to the general public within the Village of Forest corporation limits, eleven (11) or more articles of personal property when utilizing or having some instrument facilitating the utilization of a yard, carport, basement,
garage, porch, driveway, or other portion of a dwelling house.
