(a) No person shall cause or permit any locomotive engine, railroad train or railroad car to cross over any street or other public way in the Village at a greater rate that seventy miles per hour for passenger trains, sixty miles per hour for trailer trains, or fifty miles per hour for merchandise trains.

(b) Whoever violates this section is guilty of a misdemeanor the first degree.
