551.02 NOTICE TO CUT AND REMOVE WEEDS AND GRASS.
   Upon being informed and confirming through personal inspection that tall grass, noxious weeds or high vegetation is growing on land within the Village, the Mayor shall cause written notice to be served on the owner of the land and also upon any lessee, agent, or tenant having charge of such land, notifying him that tall grass, noxious weeds or rank vegetation is growing on such land and that they must be cut and removed within five days after receipt of such notice. The notice shall be served upon the owner, and any lessee, agent or tenant, by the Chief of Police or any Village police officer, by personally handing said written notice to such person, by leaving the same at the usual place of residence of such person, or by certified mail, return receipt requested. If the address of the owner or other person having charge of the land is unknown, it is sufficient to publish the notice once in a newspaper of general circulation in the County. The Mayor shall be required to serve only one notice on an owner or other person having charge of the land per calendar year; thereafter, an owner or other person having charge of the land who has received the notice shall be under a continuing duty to obey same.
