113.02  NOTIFICATION OF MEETINGS.
   (a)   Posting. The Clerk of the Village of Forest, Ohio, is hereby directed to post a conspicuous notice in a prominent place within the Village Hall, readily accessible to the public at all reasonable times, advising the public that the regular meetings of the Village Council are held at the Village Hall at 7:30 p.m. on the second Thursday of each month.
   (b)   Special Meetings. The Clerk of the Village of Forest, Ohio shall, upon receipt of notification of a special meeting of the Village Council proceed at the earliest possible moment to post notice thereof in the five posting places designated by the Village Council, and shall give notice to all news media which have requested notification, by telephone, which telephone call shall be a collect call, and shall prepare a certificate that such posting was performed and notification given which shall be attached to the minutes of such special meeting.
   (c)   Specific Types of Public Business. Any person may upon request and upon payment of a fee of two dollars ($2.00) per month on the first day of each month obtain advance notification of all meetings at which any specific type of public business is to be discussed. Such advance notification may be given by telephone or by mailing a copy of an agenda to such person in self-addressed stamped envelopes provided by such person. Any long distance call by the Clerk to provide such advance notification shall be a collect call.
