505.08 NUISANCE CONDITIONS PROHIBITED.
   (a)   No person shall keep or harbor any animal or fowl in the Municipality so as to create noxious, or offensive odors or unsanitary conditions which are a menace to the health, comfort or safety of the public.
   (b)   Digging, urinating or defecating by any animal on any public property or private property in the Village is hereby declared to be a nuisance. No owner, keeper or person having custody or charge of any animal shall permit such nuisance on any public property or private property other than the lot and land where such owner, keeper or person having custody or charge of such animal resides, with the following exceptions:
      (1)   The above restriction shall not apply to private property into which the owner, keeper or person having custody or charge of any animal has the permission of the owner or resident to walk such animal.
      (2)   Such animal owner, keeper or person having custody, charge or control of such animal shall immediately removal all feces deposited by such animal and dispose of the same in a sanitary manner.
   (c)    Whoever violates this section is guilty of a misdemeanor as classified in Section 501.991.
