937.03 WATER AND SEWER LOSS ADJUSTMENTS.
   The following policy will be used for water and sanitary sewer customers. Each water loss event will be handled on an individual basis. The bill will ONLY be adjusted one time in an 18 month time period from the date of the water loss event.
   A 12 month water usage average will be calculated for the occupant. If they have not resided at the present address for a 12 month time period, an average will be calculated for the total months they resided at the property. The total number of gallons above the 12 month average will be used as the ‘loss’. The Village will waive half of the ‘loss’ and the customer will pay the other half. Customers can make no more than 6 consecutive payments to pay their half of the ‘loss’ in addition to their current monthly bill.
   If the water ‘loss’ went into the sanitary sewer system the sanitary sewer portion of the ‘loss’ will NOT be waived or adjusted.
   If the water ‘loss’ went into the storm sewer, anything above the 12 month average will be waived. The customer will only be responsible to pay the 12 month average for the sanitary sewer assessment.
   The customer may appeal the adjustment amount by appealing to the Village of Forest’s Ethics Committee for review.
