(a) The Clerk-Treasurer may authorize expenditures through the use of a “Then and Now” certificate provided the order is for three thousand dollars ($3,000) or less.
(b) The Clerk-Treasurer may not authorize expenditures through the use of a “Then and Now” certificate when the order exceeds three thousand dollars ($3,000) except upon passage of a resolution by Council authorizing said payment.
