1320.10 DEMOLITION.
   (a)   General: The Code Officer shall order the owner of any premises upon which is located any structure which in the Code Officers judgement is so dilapidated or has become so out of repair as to be dangerous, unsafe, unsanitary or otherwise unfit for human habitation or occupancy, and such that it is unreasonable to repair the structure, to demolish and remove such structure, or if such structure is capable of being made safe by repairs, to repair and make safe and sanitary or to demolish and remove at the owners option.
   (b)   Notice and Orders: All notices and orders shall comply with Chapter 1329.
   (c)   Failure to Comply:  If the owner of a structure fails to comply with a demolition order within the time prescribed (not to exceed six months), the Code Officer shall cause the structure to be demolished and removed, either by an available public agency or by a private contractor.  The cost of such demolition, removal and disposal shall be charged against the real estate upon which the structure was located and shall be lien upon such real estate.
   (d)   Salvage Materials: The Village of Forest or its hired contractor shall have the right to sell the salvage and valuable materials at the highest price in the most convenient and timely manner as possible.  The net proceeds of said sale shall be deducted from the cost incurred by said demolition, removal and disposal.  In the event of surplus monies, the balance shall be returned to the person entitled, subject to any order of a court.
