The Special Projects Committee of Council of the Village of Forest shall review applications for the award of assistance grants. The Special Projects Committee shall determine whether a proposed project is eligible for assistance in accordance with the requirements of Section 162.04 and establish the amount of any grant to be awarded. The Committee shall meet with the Director of Economic Development of the Hardin County Chamber & Business Alliance who shall serve as a non-voting participant with the Special Projects Committee. Service on the Special Project Committee shall not disqualify a Member of City Council from participating in governmental decision-making processes pertaining to the award of any grant of Job Creation Incentive Program assistance or otherwise affecting an applicant for or recipient of such a grant.
