(a) Specifics shall over rule the general.
(b) Any difference of meaning or implication between text and caption or illustration shall be controlled by the text.
(c) "Shall" is mandatory and "may" shall be permissive.
(d) "Used for" includes "arranged for", "intended for", "maintained for", or occupied for".
