(a) Village employees are not permitted to use Village equipment, facilities, or supplies for their personal use unless so authorized by the Village Administrator or, in the absence of the Village Administrator, by the Mayor.
(b) Village employees are not permitted to allow private citizens to use Village equipment, facilities, or supplies unless so authorized by the Village Administrator or, in the absence of the Village Administrator, by the Mayor.
(c) The Village Administrator or, in the absence of the Village Administrator, the Mayor, may authorize the use of Village equipment, facilities, or supplies under the following conditions:
(1) Where life could be in danger or where private property could be severely damaged or destroyed.
(2) Where there is a reciprocal or mutual agreement between the Village and a company, organization, or individual for the use of each other's equipment, facilities, or supplies.
