145.15 NEW EMPLOYEE REQUIREMENTS.
   (a)   New employees shall not be hired until approved by the Mayor following authorization of the position, and wage schedule for same, by Council. New Park and Recreation employees shall not be hired until approved by the Recreation Board following authorization of the position, and wage schedule for same, by Council.
 
   (b)   New full-time employees and part-time police officers shall be required to take and pass a physical examination and a test to detect the presence of controlled substances prior to hiring. The cost of such examination and test shall be paid by the Village. The physical examination shall be commensurate with the requirements of the position to be filled.
 
   (c)   New employees shall serve a probationary period of not less than six months.
