(a) Attendance at schools, seminars, and conferences by employees shall be for the benefit of the Village when authorized by the Council and approved by the Mayor.
(b) Time spent at such schools, seminars, and conferences shall be part of the basic work week. Hours so spent that exceed the 40-hour basic work week shall be paid on a straight- time rate.
(c) Travel time to, during, and from schools, seminars, or conferences shall not be credited to the 40-hour basic work week except when such travel time is during the normal working day.
(d) Reasonable expenses will be paid by the Village when authorized by Council and approved by the Mayor.
