The intent of, and reason for, the provisions in this subchapter is to provide a means for the assumption of the responsibilities, costs and obligations which form a part of federal, state and local emergency preparedness property programs. It is the intent of the City Council that the city be prepared to operate under emergency conditions and have limited authority as necessary depending on the circumstances of emergency situations..
