§ 50.03 STANDARDS FOR ALL CONTAINERS AND PREMISES.
   It shall be unlawful for any person to scatter the contents of any garbage or trash container in any street, lane, public place or private ground, or for any person to molest and scatter the contents of any garbage container awaiting collection.
