The Mayor is authorized to transfer up to 10% of budgeted appropriations between line items within the financial responsibility centers of the budget, without prior approval of the City Council, except for expenditures classified as capital, salary, or employee benefits. A budget appropriation adjustment request must be completed and all signatures present prior to the end of the fiscal year in which the transfer is to be completed.
