§ 36.19 EMERGENCY PURCHASES.
   In the case of an emergency which threatens the public health, safety or welfare of the city, the City Administrator, subject to the approval of at least four Council persons, shall have the authority to suspend the formal competitive bidding procedures herein described to the extent required to meet the emergency. Where possible, the approval shall be in writing. If this is not possible due to the nature of the emergency, the approval shall be reduced in writing within a reasonable time. A written determination of the basis for the emergency and for the selection of the contractor shall be provided by the City Administrator and included in the contract file.
