(A) The city may enter into contracts with individuals or companies, parking contractors, to enforce parking ordinances in the city, including the collection of fees in paid parking areas.
(B) Parking contractors may issue parking citations, collect payments, and perform other duties and responsibilities approved by City Council.
(C) Parking contractors shall use parking citations that have been approved by the Director of Public Safety.
(D) Employees of parking contractors whose duties include the issuance of citations, collection or handling of money, or appeals of parking citations shall undergo criminal background checks and drug testing to be conducted by the parking contractor. The results of the background checks and drug tests shall be given to the Director of Public Safety. The employees must be cleared by the Director of Public Safety before they engage in parking enforcement activities, and their clearance to engage in these activities can be withdrawn by the Director of Public Safety for cause.
(E) Parking contractors shall ensure that their employees whose duties include the issuance of citations, collection or handling of money, or appeals of parking citations have undergone a training program approved by the Director of Public Safety before they undertake such activities.
(F) Employees of parking contractors who issue parking citations shall attend Municipal Court and testify when citations they issued are being contested, if requested to do so by a Municipal Court Judge or the Director of Public Safety.
