§ 72.07 LOADING AND UNLOADING PASSENGERS.
   (A)   No person shall stop, stand, or park a vehicle for any purpose or period of time other than for the expeditious loading or unloading of passengers in any place marked as a passenger zone.
   (B)   No operator of a vehicle shall load or unload passengers, except when the vehicle is stopped, and only then when the movement can be made with safety.
   (C)   No person shall open any door of a motor vehicle unless it is reasonably safe to do so, and can be done without interfering with the movement of other traffic, nor shall any person leave a door open on the side of a vehicle available to moving traffic for a period of time longer than necessary to load or unload passengers.
