Whereas a drug law is hereby adopted in the city to deal with problems created by the sale of drugs; and whereas, there is a need for a drug regulation function to insure the health, safety, general welfare and morals of residents of the city; because of a move by state governments to deal with drug traffic by enforcing sufficient laws in dealing with such matters which have a deleterious effect on the values within the city; the following conditions shall apply to the sale of drug-related paraphernalia, as defined below.
