The operator or seller of any alcoholic beverage, beer, wine, ale, porter, spirits, and other similar malt or fermented beverages for consumption at curb service places is hereby chargedwith the duty of keeping clean the curb service premises and the immediate abutting property, including the street, ditches, sidewalks, beaches and other public places.
