(A) (1) The Mayor and Council members shall be vested with all powers conferred upon them by state law.
(2) All legislative powers of the city and the determination of all matters of policy shall be vested in the City Council.
(3) Each member shall be responsible for the proper performance of his or her duties as required by state law and this code.

(B) Without limiting the powers and duties mentioned in division (A) above, the City Council shall have power to: enact ordinances of every kind and nature not prohibited by the statute law or Constitution of the state or of the United States; adopt the annual budget; authorize the issuance of notes and bonds; provide for the general health, safety and welfare of the city and its inhabitants through the general police powers granted to municipalities; adopt plats; appoint special and standing committees of Council; adopt and modify the official map of the municipality; appoint boards, commissions and committees for purposes as Council may desire; and perform any other duties which are not prohibited by law and which, in the sole discretion of City Council are necessary and proper.
