§ 31.23 SPECIAL MEETINGS.
   (A)   Special meetings of the City Council may be called by the Mayor or four members of Council. Notice of such meeting shall be given each member of the City Council and the Mayor at least 24 hours before the time of holding such special meeting.
   (B)   The place of all special meetings shall be at the regular meeting place or at such other place agreeable to a majority of the City Council as determined by the City Administrator or Clerk of Council.
