§ 31.19 QUORUM.
   Four members of the City Council shall constitute a quorum. No motion may be officially decided in the affirmative except upon the favorable vote of the majority of those voting. A member present but disqualified from voting on a question by state law due to a conflict of interest shall be counted for purposes of a quorum.
