§ 31.15 PARLIAMENTARY AUTHORITY.
   The current edition of Roberts Rules of Order Newly Revised shall govern all proceedings except as provided by law or this subchapter. The City Attorney shall act as parliamentarian. Questions of order shall be decided by the Mayor without debate, subject to appeal to the Council.
