City Council may coordinate the city’s activities with other federal, state, and local agencies which manage and perform functions relating to the protection of receiving waters, through a written agreement with those other agencies. Authority not expressly reserved for other agencies or restricted by statute is placed with the Director of Public Works for the protection and preservation of receiving waters. The Director of Public Works should coordinate with federal, state and local agencies having jurisdiction of those receiving waters.
