§ 31.01 ELECTION OF GOVERNING BODY.
   (A)   (1)   The Mayor and Council members of the city shall be elected for terms of four years.
      (2)   A general election for City Council shall be held every two years to fill those offices available at that time.
   (B)   It is the intent and purpose of this section that the terms of Council members be staggered so that not more than one-half of the Council and Mayor shall be elected in the same general election.
