The purpose of this chapter is to promote public health and safety; to prevent the spread of diseases associated with failing septic systems; to educate the public about proper septic system operation and maintenance; to promote a quality environment in the city’s marshes, wetlands, rivers, and beaches; to reduce contamination generated by failed, poorly maintained, and eroded septic systems; and to ensure that septic systems are properly operated and inspected, and routinely maintained.
