Any sewage discharged by any person, which has an average working day flow greater than 5,000 gallons if tributary to the sewage pumping stations or 5,000 gallons is tributary to the main gravity system may be admitted into the sanitary sewers provided the sewage is discharged at rates which will not overload the sewerage system.
