(A) The city shall have the right to enter the customer's premises without notice for the purpose of making emergency repairs, disconnection or recon-nection of service, necessary installations or reading of meters.
(B) The city shall further have the right to enter the customer's premises for inspections and any other reason for administering reasonable service provided that the customer is notified in advance.
