Every building which is located within 250 feet of any water main operated and maintained by the city shall be connected thereto and shall utilize the same for water. Water connections shall be made forthwith and for the purposes of the penal provisions of this chapter, following ten days written notice by the city, each day during which the building shall not be connected to the water main shall be a separate offense and punishable by a misdemeanor.
