The purpose of this chapter is to eliminate the threat to public safety caused when a motor vehicle is repossessed under circumstances which do not constitute a crime, is reported stolen resulting in a search and criminal investigation, and by accepting the filing of the documents required under § 72.03, the City of Florence nor its Police Department nor its police officers expresses any opinion as to the ultimate rights of the parties under civil law to possession of the motor vehicle.
