It shall be unlawful for any person, firm, or corporation to repossess any motor vehicle in the city until that person, firm, or corporation has notified the Florence Police Department and the Boone Public Safety Communications Center (PSCC) of its intention to repossess the vehicle, the names of the individuals who will make the repossession, and the approximate time of the intended repossession; and filed with the Florence Police Department and the PSCC a copy of a statement signed by the secured party evidencing the authority of the person, firm, or corporation actually taking possession of the motor vehicle to act as the agent of the secured party, together with a copy of the security agreement covering the motor vehicle. The statement of the secured party shall contain sufficient information to identify the motor vehicle to be repossessed including the make, model, and serial number of the vehicle and the name and address of the debtor.
