(A) Time of effect. The permanent sanitary sewer rate established by this section shall take effect on the first day of the calendar month next following the date of completion of the project. The date of completion of the project is defined as the first day on which all (or practically all) of the sanitary sewage flows from the city system are transported to the District for treatment. On the date these permanent rates take effect the interim rates established in § 50.226 hereof shall terminate.
(B) Rates. All users of the city system shall be charged the following rates by the city:
(1) Customer charge. A customer charge of $2 per month for monthly billings and $4 per quarter for quarterly billing for the costs of administration and billing.
(2) Capital charges. A monthly capital charge as follows, based upon customer class and water meter size, to provide for payment of the debt service requirements of the bonds issued to pay a portion of the costs of constructing the project:

*All multi-family residential users which contain more than one separate dwelling unit shall be charged a monthly capital charge equal to such charge for a 5/8-inch meter residential user for each separate dwelling unit regardless of users' actual water meter size. Hotels, motels, and hospitals are not multi-family residential users.
(3) Operation, maintenance, and replacement charge. A charge at the rates contained in the following table per 100 cubic feet of water discharged into the city system based upon metered water usage to provide for the cost of operation, maintenance, and replacement of the city system.

(C) Treatment charges of the District. In addition to the charges established above in division (B) of this section, all users of the city system for which the District provides sewage treatment services shall be charged by the District rates for such services equal to the rates charged by the District to its other users as such rates may be from time to time duly established by the District and approved by such regulatory agencies as have jurisdiction thereof. Such users of the city system shall be billed for the service directly by the District at the same time and in the same manner as the District bills its other users.
