(A) Duration of interim rates. The interim sanitary sewer rate established by this section shall remain in force and effect until replaced by the permanent sanitary sewer rates as hereafter set out.
(B) Rates for all users.
(1) All users of the city system shall be charged the following capital charge rates, based upon customer class and water meter size, to provide for payment of the debt service requirements of the bonds issued to pay a portion of the costs of constructing the project:

*All multi-family residential users which contain more than one separate dwelling unit shall be charged a monthly capital charge equal to such charge for a 5/8-inch meter residential user for each separate dwelling unit regardless of users' actual water meter size. Hotels, motels, and hospitals are not multi-family residential users.
(2) Capital charge rates shall be billed monthly by the city.
(C) Rates for treatment by the city.
(1) In addition to the charges established in division (B) above, all users of the city system for which the city provides sewage treatment services shall be charged rates for such service computed for each quarter year of three months based upon the quantity of water used or supplied as determined by water meter readings as follows:
(a) For normal sewage.

(b) For normal sewage unmetered service. In the event that a lot, parcel of land, building, or premises discharging sewage into the city system, uses water supplied on other than a metered basis from either a private or public water supply, then in each such case the owner or occupant may be required to cause a water meter or other measuring device to be installed, acceptable to the city, and the quantity of water used, as measured by the meter, shall determine the sewer rate, provided, however, that pending installation of the meter, rates shall be as follows:
1- or 2-room house | $11.00 per quarter |
3-, 4-, 5- and 6-room house | 18.00 per quarter |
More than 6 rooms | 24.00 per quarter |
(c) Surcharge for strength beyond normal sewage. For the purpose of providing funds to properly treat and dispose of sewage loads in excess of normal sewage and to provide funds for the increased cost of maintenance and operation occasioned thereby, there is established a schedule of rates for the treatment and disposal of other than normal sewage which shall be charged to and paid by the owner or occupant of each and every lot, parcel of land, building, or premises discharging sewage, water, or other liquid wastes, directly or indirectly into the city system. The schedule of surcharges for other than normal sewage services shall be computed and based, insofar as practicable, upon the quantity of water used or supplied as determined by water meter readings, and upon the presence within the water on an average daily basis of Suspended Solids, B.0.D. and Kjeldahl Nitrogen, in volumes as set forth in the following table:

(2) The sewage treatment service charge shall be billed quarterly.
(D) Rates for treatment by the District. In addition to the charges established in division (B) above, all users of the city system for which the District provides sewage treatment services shall be charged by the District rates for such services equal to the rates charged by the District to its other users as such rates may be from time to time duly established by the District and approved by such regulatory agencies as have jurisdiction thereof. Such users of the city system shall be billed for said service directly by the District at the same time and in the same manner as the District bills its other users.
