§ 53.04 EXISTING BUILDING (OR HOUSE LATER SEWER CONNECTIONS TO PUBLIC SEWER SYSTEM).
   The following shall apply to existing building (or house lateral) sewer connections.
   (A)   If, during excavation, cleaning, inspection, reconstruction, repair, or replacement of a main line sewer by the town, an existing building sewer is discovered to be damaged or constructed of substandard materials, the property owner shall replace the lateral at his or her own expense with appropriate materials and construction practices conforming to § 53.03.
   (B)   Substandard materials is defined as any material that is not PVC (ASTM 3034) with water-tight joints.
   (C)   In lieu of replacement, the property owner may, at his or her own expense, demonstrate to the satisfaction of the Superintendent that the existing lateral is constructed of water-tight and gas-tight materials and is, in fact, water- and gas-tight. Acceptable means of testing shall include an air test conforming to ASTM F1417-92 and videotaping of the lateral showing all joints and connection to the sewer main.
   (D)   Property owner shall replace or test the lateral within 60 days following notice to connect by the Superintendent.
