7-3-9: CONTAINERS:
All garbage, refuse and ashes for collection by the city shall be placed in metal, fiberglass or plastic containers equipped with a cover and equipped with handles so that they may be lifted and carried by one man. No such container shall have a capacity of less than twenty (20) gallons or more than thirty (30) gallons. (Ord. 793, 8-24-1964)
7-3-10: PLACING OF CONTAINERS:
All containers shall be placed by the residents for front street terrace pick up by the city garbage department or as otherwise determined by the commissioner of public health and safety, which placement shall be accessible to collectors and consistent with a clean and neat appearance. 7-3-11: AIR CONTAMINATION CONTROL:
(A)   It shall be unlawful to burn garbage, refuse and ashes anywhere in the city except in a stove, furnace or incinerator inside a building. (Ord. 67-48, 9-18-1967)
(B)   It shall be unlawful to burn leaves or vegetation in the city, except that leaves may be burned between sunrise and five o'clock (5:00) P.M. from November 1 through April 30 of each year and sunrise and seven o'clock (7:00) P.M. of each day from May 1 through October 31, of each year, provided that all such fires shall be located upon the ground and not in barrels or other containers or receptacles, that such fires shall not be left unattended at any time by the person burning the leaves and that all such fires shall be completely extinguished by five o'clock (5:00) P.M. or seven o'clock (7:00) P.M. depending upon the day of the year, upon the day when such fires are lighted.
