It shall be unlawful for any person to use water from any fire pipe or extinguisher system, or to break or remove seals thereon except in case of fire, and it shall be unlawful for any person after breaking such seals to fail or neglect to give notice thereof to the Superintendent of said Waterworks System within twenty-four (24) hours after the breaking or removal thereof.
