It shall be unlawful for any person willfully or designedly to give, assist in giving countenance or request or cause to be given any false alarm of fire in any manner; provided, however, that this section shall not apply to members of the Fire Department, or Signal System Force, in making tests or repairs under the direction of the proper authorities.
