(a) No person, firm, partnership, or corporation shall operate buses on regularly scheduled routes on the streets of the City of Flint for the purpose of carrying public paying passengers without first providing to the City licensing officer proof of public liability insurance covering the operation of its vehicles in the amount of not less than $1,000,000 per occurrence. The certificate of insurance must require at least thirty (30) days advance written notice of cancellation of the coverage to the City.
(b) This section shall not apply to any person, firm, partnership or corporation which operates public transit bus service primarily between the City and other communities and uses City streets incidental to providing such service, nor shall it apply to a motor vehicle having a seating capacity of ten passengers or less used for the transportation of persons for hire at rates computed on a mileage or hourly basis, as defined in § 12-6 of this Code.

DIVISION 3. HORSE DRAWN CARRIAGES
A card frame shall be permanently and conspicuously affixed to each horse drawn carriage at the forward part of the passenger compartment and made visible to all passengers. Such card frame shall contain at all times the current horse drawn carriage driver’s license and the Police Department inspection card.

A horse drawn carriage after leaving its designated starting point may pick up and discharge passengers only at specified locations and only on a prescribed route. Such stops and routes shall be designated by the Department of Transportation.

All carriage horses shall be treated in a humane manner. All carriage horses shall also be properly diapered. An owner shall be responsible for the humane care and treatment of his or her carriage horse, when they are under his or her direct supervision and control. At all other times, the owner is required to take all necessary and reasonable steps to insure the humane care and treatment of his or her horses while under the direct supervision and control of a licensed driver.
