Where a provision of this ordinance is found to be in conflict with a provision of zoning, housing, fire safety or health ordinance, or other code, or codes, of the City of Flint existing on the effective date of this ordinance, or hereinafter enacted, the provisions of which establishes the higher standard or assumes the higher jurisdiction, regardless, for the promotion and protection of the health, safety and welfare of the people of the City of Flint shall prevail.
