No person shall play upon any musical instrument, except by authority of the Department of Parks and Recreation, nor carry or display any flag, target or transparency. No person shall do or perform any act tending to congregate persons in any public park, ground or boulevard.

No person shall operate any automobile or other means of conveyance, upon any public park or golf course in the City; provided, that bicycles and other means of conveyance authorized by the Department of Parks and Recreation shall operate only in areas duly designated by the Department and at a speed and in a manner prescribed by the Department. The authorization contemplated herein shall be by official action of the Director of Parks and Recreation.

(a) Roller skates, skateboards or other similar devices are prohibited in Riverbank Park except as a scheduled event by the Department of Parks and Recreation or the Downtown Development Authority.
(b) Violations of this section shall be a civil infraction punishable by a fine of not more than $35.00.

No person shall play or practice the game of golf in or upon any public park, ground or boulevard; provided, that nothing contained herein shall prohibit the playing of golf at established golf courses; provided further, that all practicing of golf on an established golf course shall be confined to those areas designated by the Department of Parks and Recreation as practice areas.
