(A) Regulations.
(1) Every person operating a bicycle, roller blades or skateboard on town property (including parks and greenways) shall wear a helmet of good fit, fastened securely, and:
(a) Meeting ANSI Z90.4 standards, as amended; or
(b) The Snell Foundation 1995 Standard for Protective Headgear for use in bicycling, or ASTM bicycle helmet standard, as the standards above may be amended.
(2) No person operating a bicycle on town property (including parks and greenways) shall allow anyone under the age of 6, and weighing less than 40 pounds to ride as a passenger on a bicycle other than in a seat which shall adequately restrain the passenger and protect the passenger from moving bicycle parts, or astride the regular seat of a tandem bicycle.
(3) No person operating a bicycle on town property (including parks and greenways) shall allow anyone to ride as a passenger unless the passenger is wearing a helmet as defined in division (A)(1) of this section.
(B) Enforcement. This section shall be enforced by those town officials appointed by Town Council.
