(A) Regular meetings.
(1) The regular meetings of the City Council shall be held on the second Monday of each month, except in months when the second Monday is a legal holiday. When the second Monday of a month is a legal holiday, then the regular meeting of the Council will be held on the Tuesday immediately following the second Monday.
(2) The regular time for the regular meeting of the Council shall be at 6:00 p.m. local time (either Eastern Standard Time or Eastern Daylight Time, in accordance with duly legislated time zones).
(3) The place of the regular meeting shall be the Council chambers at the City Annex Building, with a postal address of 150 W. Electric Avenue.

(B) Special meetings.
(1) Special meetings of the Council may be called by the Mayor or upon written request of a majority of the Council. In the call, the Mayor or Council shall designate the purpose, time, and place of the special meeting with sufficient notice for the attendance of Councilmembers and for compliance with KRS Chapter 61.
(2) At a special meeting no business may be considered other than that set forth in the designation of purpose.
(C) Minutes. The minutes of every meeting shall be signed by the City Clerk-Treasurer as provided under § 31.36 and by the officer presiding at the meeting.
