(A) Mandatory service required.
(1) Every household or occupant of a family domestic unit shall be required to utilize the city garbage service and to pay the reasonable fees therefor.
(2) Every household or occupant of a family domestic unit and every commercial establishment shall provide himself, herself, or itself with one or more covered fly-tight containers made of a suitable material with the capacity of not less than ten or more than 30 gallons having bales or handles to receive all garbage, waste material, and rubbish which may accumulate between the times of collection.

(B) Location of containers generally.
(1) The containers, required by § 51.06, shall be kept in a suitable rack which shall be located on the premises adjacent to any alley bordering said premises and so as to be accessible from the alley adjoining the premises. Where there is no through-alley available, garbage cans and waste material containers shall be placed on the parkway adjoining the premises on the day of the garbage collection and removed the same day.
(2) Garbage cans and waste material containers shall be so placed that collectors of garbage do not have to carry such cans or containers for a distance of more than 20 feet. No garbage truck shall be required to use any private driveway in collection of garbage under the provisions of this chapter.
