Unless recommended by the health authority, it shall be unlawful for any person to:
(A) Willfully administer, or cause to be administered, poison of any sort whatsoever to any animal that is the property of another with the intent to injure or destroy such animal; and/or
(B) Willfully place any poison or poisoned food where the same is accessible to any such animal.
