§ 91.053 LEASH LAW.
   No animal (including dogs and cats) may be allowed to run at large upon the streets of the village. All animals must be confined to their owners’ property and securely leashed or restrained when elsewhere. Any dog, cat, or other animal within the village limits found upon any public street, sidewalk, alley, parkway, or any unenclosed place, shall be deemed running at large unless such animal is under the control of its master or owner.
