SCHEDULE I. PARKING PROHIBITED.
   (A)   (1)   It shall be unlawful at any time to park or stand a vehicle in the following locations:
         (a)   Along the east side of Main Street between Lincoln Street and Edwards Street;
         (b)   Along the east line of Main Street from State Route 116 on the south to a point 200 feet north of Washington Street;
         (c)   Along the south line of Madison Street from Webster Street to the east line of Park Street;
         (d)   Along the east side of Park Street from the south line of Madison Street to South Street on the north, provided parking of vehicles along said east side of Park Street shall be allowed from midnight to 3:00 p.m.;
         (e)   Along the west side of Park Street from Madison Street on the south to Washington Street on the north, provided parking of vehicles along said west side of Park Street shall be allowed from midnight to 3:00 p.m.; and
         (f)   Along the south line of Washington Street from Park Street on the east to the alley on the west, being a distance of about 310 feet, provided parking of vehicles along said south line of Washington Street shall be allowed from midnight to 3:00 p.m.
      (2)   A vehicle may stand or park in the areas prohibited by division (A)(1) above for a period of time necessary for the loading or unloading of passengers or freight but, in any event, not to exceed three minutes.
      (3)   Any firm, person, or corporation violating any provisions of this division (A) shall be fined not less than $5 nor more than $200 for each such offense.
   (B)   (1)   It shall be unlawful at any time to park or stand a vehicle in the following locations: On both sides of State Route 116, also known as Falcon Highway from the east right-of-way line of Jackson Street on the east to the west right-of-way line of Jefferson Street on the west.
      (2)   Within the no parking zone stated in division (B)(1) above, “No Parking” signs shall be posted therein and shall be in such a manner as to indicate to the operator of the motor vehicles entering the above zone, the restricted area.
      (3)   The person whose name the vehicle is registered with the Secretary of the State of Vehicle Registration shall be prima facie responsible for the violation and subject to the penalty therefor.
      (4)   Any person who shall violate this division (B) shall be subject to a fine of not less than $50, and no more than $500.
   (C)   (1)   It shall be unlawful at any time to park or stand a freight-carrying vehicle on the south side of Lumber Street between the entrance to the American Legion Park and Jefferson Street, or along the west end of Lumber Street or in any parking area in any manner which would obstruct the entrance to said park for a period of time longer than is necessary for the loading or unloading of freight, in any event not to exceed three minutes.
      (2)   Any firm, person, or corporation violating any provisions of division (C)(1) above shall be fined not less than $50 and not more than $500 for each offense.
   (D)   (1)   Public convenience, necessity, and safety require that various areas along streets in the village shall be designated as “No Parking” areas. No person or persons shall at any time stop, stand, or park any vehicle in any of the following places, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or a traffic control device:
         (a)   Within the intersection of any two streets;
         (b)   In the center of any street, except as provided in division (D)(1)(o)2. below;
         (c)   On a cross-walk at any street intersection;
         (d)   At any curb within 15 feet of a fire hydrant;
         (e)   At any place where the vehicle would block the use of a driveway;
         (f)   On any sidewalk which disrupts pedestrian use;
         (g)   Within 20 feet of the driveway entrance where any fire or ambulance equipment for the village is kept;
         (h)   On both sides of State Route 116, also known as Falcon Highway, from the east right-of-way line of Jackson Street on the east to the west right-of-way line of Jefferson Street on the west;
         (i)   Along the east and west sides of Main Street between Lincoln Street and Edwards Street, except during the annual “community sale,” during other village-sponsored celebrations and festivals, and as the Village Board may otherwise determine from time-to-time by majority vote;
         (j)   Along the east and west sides of Main Street from State Route 116 on the south to a point 200 feet north of Washington Street, except for funerals and visitations at the 500 block of South Main Street, during the annual “community sale,” during other village-sponsored celebrations and festivals, and as the Village Board may otherwise determine from time-to-time by majority vote;
         (k)   Along the east side of South Harrison Street from the south line of Madison Street to South Street on the north, provided parking of vehicles along said east side of South Harrison Street shall be allowed from midnight to 3:00 p.m.;
         (l)   Along the west side of South Harrison Street from Madison Street on the south to Washington Street on the north, provided parking of vehicles along said west side of South Harrison Street shall be allowed from midnight to 3:00 p.m.;
         (m)   Along the south line of Washington Street from south Harrison Street on the east to the alley on the west, being a distance of about 310 feet, provided parking of vehicles along said south line of Washington Street shall be allowed from midnight to 3:00 p.m.;
         (n)   Parking is prohibited in the following described locations from 2:00 a m. to 6:00 a.m.: Lots 8, 9, 10, and 11 in the West Addition to the village, commonly known as the Legion Lake Parking Lot on West Lumber Street in the village;
         (o)   Parking on Main Street:
            1.   After sunset and before sunrise, it shall be unlawful for any vehicle to be parked on Main Street, except in the block between Lumber Street on the north and South Street on the south, unless said vehicle has its parking or marking lights lit; and
            2.   It shall be unlawful for any truck other than a pick-up truck or panel truck to stand or park on Main Street between Lumber Street and South Street, except that trucks may stop, stand, or park for loading or unloading purposes in the middle of said street facing either due north or due south in the center of the street for a length of time not to exceed ten minutes, and said trucks may also stop, stand, or park for loading or unloading purposes in the parking area along the sidewalk with the rear of the truck against the curbing.
      (2)   No vehicle shall be parked on Main Street between Lumber Street and South Street, except at an angle to the curb as indicated by marks painted on said street for such purpose, and then said vehicle shall have the right from wheel next to the curb, and the vehicle shall be entirely between two adjacent marks.
